Generally speaking, nerfing and buffing are like laws. Nothing is changed until people actually speak out about them. Once that is done, we might actually see something happen. Don't just nerf skills for the hell of it, or because people like to use them.....

@ someone who talked about satisfaction.

You can't get satisfaction of everyone when nerfing something, from those that abuse them, and those that like balancing.
But probably from most of people when it deals with buffing underpowered or underused skills.
And such things are not only about feeling only when it deals with wide systems, it requires appropriate tools too.
